Summary
Standard late '90s 17" computer monitor, capable of a 70 kHz horizontal scan rate. Manufactured by Taiwanese company Royal Information Electronics Co, it has no branding information on the case and the only clue to its identity is the fine print on the rear label.

Per the manual, this monitor has a vertical sync range of 47 to 150 Hz. In practice, however, it is capable of 42 to 122 Hz. At the abnormally low refresh rate of 42 Hz, it can display very high resolutions such as 2048x1536! However, the very low frame rate is extremely flickery and unusable.
